<li>Assist with the protection of Highways England’s commercial and procurement interests, within a package of Information and Technology services</li><li>Assist in supporting excellence in commercial delivery, procurement strategy, requirements definition, whole life cost management, value delivery, commercial management, supplier relationship management, commercial dispute avoidance and commercial performance management</li><li>Be responsible for the procurement, negotiation and commercial management of allocated large contracts, and as part of Highways England’s category management approach, assisting with the development of the market alongside relationship managing allocated Highways England suppliers</li><li>Responsible for the development, review, procurement, negotiation, execution of allocated contracts and the commercial management of related suppliers</li><li>Assist with supplier cost savings targets, and initiatives delivered that increase efficiency whilst maintaining performance and risk management</li><li>Provide commercial support and guidance to a select range of stakeholders, ensuring "best outcome" commercial solutions are delivered in line with Highways England objectives, Commercial/Procurement and Category strategies</li><li>Assist with the delivery of expert advice and guidance on procurement and commercial ensuring the enactment of sound governance and practice.</li><li>Assist in dealing with complex contract and procurement documents and be able to provide guidance to others on their meaning and use.</li><li>Experience in the delivery of procurement and commercial services in a large technology focussed environment within categories such as hosting services, application management, software licensing, end user compute, IT managed services, networking, and telephony</li><li>A strong IT commercial category background</li><li>Public Sector Procurement experience i.e OJEU (and public procurement policy and regulatory knowledge</li><li>Work collaboratively across a range of stakeholders to support stakeholder management and gain buy-in using appropriate communication channels articulating requirements and potential commercial solutions</li><li>Assist with the development of category strategies, product road maps and procurement/sourcing plans</li><li>MCIPS qualification</li><li>8 Hour Shift</li><li>Procurement and CIPS and Public Sector : 5 years (Preferred)</li><li>Purchasing: 5 years (Preferred)</li><li>Yes</li>
